08/06/2019- One man is in custody following a hit-and-run in Menominee County. Dispatch received a call just after 4 p.m. Friday of a motor vehicle assault against a pedestrian at a residence along 577 in Menominee Township. Witnesses reported they observed the driver, 23-year-old Ryan Philipps of Menominee Township, intentionally drive toward and run over the victim, 23-year-old Devon Barley, following an argument between to the two over a $140 debt. Barley was transported to a Green Bay hospital where he remains in intensive care. Philipps fled the scene immediately following the incident and a multi-jurisdictional search was conducted to locate him. Philipps turned himself in to authorities Sunday night and was booked on charges of Assault with Intent to Murder and Attempted Murder. He was arraigned in 95A District Court Monday where his $250000 cash or surety bond was upheld and he’s due back in court for a probable cause conference August 16th.
