After months of work, the Marinette Common Council has passed an ordinance dealing with ethical standards and establishing an ethics board to take up complaints and recommend sanctions. At a special meeting Tuesday afternoon the discussion mostly focused on who would be covered by the ordinance and who would make up the ethics board. The council members decided the ethical standards would apply to appointed as well as elected officials, so citizens appointed to committees like the plan commission would also be covered. The ethical standards for appointed department heads would be included in the city’s employment manual, and any issues for them would be dealt with through the current disciplinary channels of the personnel and license committee. Issues involving public safety officials are, under state law, under the jurisdiction of the police and fire commission. The ethics ordinance would not cover no n-appointed city employees. While the draft ordinance call for an ethics board including both council members and citizens, the final ordinance was amended to have the board consist of only three citizens, plus an alternate. Any sanctions recommended by the board would need to be approved by two-thirds of the common council.
