Although there are some issues that may be revisited, the Menominee City Council approved a zoning ordinance specifying in which areas of the city marijuana establishments will be allowed, which now allows interested businesses to move forward with applying for licenses to operate in the city. The council approved the recommendations of the Judicial and Legislative Committee without change. To cut down on red tape, the committee recommended special use permits not to be required for uses such as growers, processors, and transporters in M1 or M2 industrial zones, and to allow marijuana retail businesses in C1 commercial areas without needing a special use permit. The committee did recommend the retail businesses be allowed in the M1 and M2 industrial areas, and in C2 retail areas, including First Street, but requiring a special use permit to locate in those areas. The ordinance as adopted does not include D-1 districts as allowable locations for marijuana establishments, as many of them are located adjacent to residential areas. Two specific D-1 zoned properties, the Nerat Merchandising property and the former Vans IGA Property, both along North 10th Street, were brought up in public comments as being D-1 zoned areas which would appear to be suitable as locations for marijuana retail establishments as they are in primarily commercial areas along the highway.
