The Marinette Plan Commission yesterday approved a conditional use permit to allow a former medical building located at 3123 Shore Drive to be used as a Recovery Residence for people struggling with substance abuse.  The facility will have 34  beds, and the residents would likely stay for six to nine months.  Mike Biehl is President of EFX, Inc. which purchased the building.  The Marinette County Group Home Association will manage the residential facility, which will provide things like life skills programming, educational opportunities for GED, recovery sustaining activities, healthy living activities, and developing employment skills and support groups.  Residents will receive treatment and counseling through other local agencies.   The city council recently approved a recovery residence as a conditional use in an institutional and public service zoned district as long as the facility is licensed by the state as a Community Based Residential Facility.
